UNDERSTANDING INTERNATIONAL TRADE REGULATIONS
Import & Export guidelines for international trade
Import and export guidelines require registering with the South African Revenue Service (SARS) as an exporter/importer, obtaining permits from the International Trade Administration Commission (ITAC) for controlled goods, and adhering to strict documentation, including customs declarations (SAD500), commercial invoices, and transport documents. Compliance involves accurate tariff classification, tax payment, and adhering to restricted goods regulations.
Key Guidelines and Processes
- Registration: Anyone importing or exporting goods for business, or moving goods exceeding R150,000, must register with SARS.
- Import/Export Control (ITAC): ITAC manages permit systems for restricted goods (e.g., used items, waste, chemicals).
- Documentation:
- Commercial Invoice: From the foreign supplier.
- Packing List: Detailed cargo breakdown.
- Transport Documents: Bills of lading or airway bills.
- Customs Clearance (SAD500): Must be submitted to SARS.
- Prohibited and Restricted Goods: Specific items require permits or are banned, including certain agricultural products, second-hand vehicles, and chemicals.
- Duties and Taxes: Customs duties and VAT are payable to SARS upon importation unless a trade agreement applies.
- International Commercial Terms (Incoterms): Essential for determining the responsibilities of buyers and sellers regarding shipping, insurance, and risk, as outlined in guides for international trade.
